Biography

Bianca Lochner, Ph.D., currently serves as Chief Information Officer for the City of Scottsdale, Arizona, the U.S. #1-ranked digital city. With extensive leadership at the intersection of technology and local government, Bianca is widely recognized for her transformative vision and strategic foresight in leveraging emerging technologies—particularly AI and advanced digital solutions—to drive meaningful change in public service delivery and business value. 

An expert in digital government strategies, cybersecurity, and data-driven governance, Bianca has successfully delivered numerous large-scale digital initiatives, significantly enhancing citizen engagement, transparency, and operational efficiency. Her forward-thinking approach has positioned Scottsdale as a municipal innovation and technology excellence leader. 

Her academic credentials include a Master’s Degree in Computer Science, an Executive MBA from Thunderbird School of Global Management at Arizona State University, a Ph.D. in Educational Technology, a Postdoctorate in Management of Information Systems, and an Executive Certificate in Public Leadership from Harvard Kennedy School. Bianca has received prestigious recognition for her contributions, including the GoldenGov City Executive of the Year award, the HMG Global Leadership Institute Award, and the U.S. Government Technology’s Top 25 Doers, Dreamers & Drivers award. She has also been inducted into the CIO100 Hall of Fame.
